The Renewable Energy and Energy Saving Investment Subsidy (ISDE) has been modified in 2025. Here are the main changes:
1. Adjustment of subsidy amounts for heat pumps.
- The base fee for an air-water heat pump is going down from €2,100 to €1,250.
- On the other hand, you will now receive €225 per additional kW of power (instead of €150).
- Heat pumps with A+++ energy label receive a bonus of €200 (was €225).
Example: For an air-water heat pump with a capacity of 5 kW and energy label A+++, you will receive: €1,250 + 4 x €225 + €200 = €2,350. - Transitional rule: Did you buy a heat pump in 2024, but it won’t be installed until 2025? Then you can still claim the higher 2024 subsidy amounts.
2. Increase in subsidy amounts for insulation measures.
- Triple glazing: from €65.50 to €111 per sq. ft.
- HR++ glass: small increase to €25 per sq. m.
- Cavity wall, facade and roof insulation will receive an additional €1.25 per m² to encourage nature-friendly insulation.
- You can now apply for two subsidies within 24 months for glass insulation.

What does this mean for you?
Changes to the ISDE subsidy may affect your choice to invest in a heat pump, insulation or other energy-saving measures. Here are the main consequences:
1. Buying a heat pump? Deciding faster pays off
If you’re planning to purchase a heat pump, it’s smart not to wait too long. The base allowance is going down, so a heat pump will get less subsidy than it did in 2024. This can extend the payback period.
2. Insulating becomes even more attractive
Are you in the process of making your home more sustainable through glass insulation or other insulation measures? Then this is good news. The subsidy amounts are increasing, making your investment pay off faster.
Triple glazing in particular is becoming a lot more affordable thanks to the sharp increase in subsidies.
