As of January 2025, subsidies for sustainable solutions such as heat pumps and insulation measures are changing. These changes offer new opportunities to make your home more sustainable, but it is important to understand the changes well. Below is a summary of the most important changes.
Subsidy level air-to-water heat pumps
The subsidy for air-to-water heat pumps with a thermal output of 1 to 70 kW changes as follows:
- The starting amount of the grant drops from €2,100 to €1,250.
- The amount per kW increases from €150 to €225.
- The bonus for heat pumps with energy label A+++ will be reduced from €225 to €200.

Did you purchase a heat pump in 2024, but it will not be installed until 2025? With proof of purchase, you can still receive the subsidy that applied in 2024 thanks to a transitional arrangement. Increased subsidies for insulation measures
To assist homeowners with the cost of environmentally friendly insulation, grant amounts are increasing as follows:
- Triple glazing: from €65.50 to €111 per sq. m.
- HR++ glass: from €23 to €25 per m².
- HR++ glass for monuments: from €42.50 to €46 per m².
- The subsidy for cavity wall, facade and roof insulation increases by €1.25 per m².
In addition, grant amounts for insulation measures double if applications are submitted for multiple projects at the same time.
New possibilities for glass insulation
An important change is that homeowners can now apply for subsidies for glass insulation twice within 24 months of the first measure. This offers the opportunity to implement sustainability measures in stages, with both triple and HR++ glass, frame panels and insulating doors eligible.
In addition, the minimum area for subsidy for glass insulation measures decreases from 8 sq. m. to 3 sq. m., so that smaller homes will also benefit from this scheme.
Modified area limits for combination of insulation measures
The possibility to apply for a subsidy for a combination of roof insulation and attic or attic floor insulation remains, with an increased maximum area of 200 m². This also applies to the combination of floor insulation and ground insulation, where the maximum area is increased to 130 sq. m.
Subsidy for small-scale wind turbines
For business users, the subsidy for small-scale wind turbines goes up from €66 to €140 per m² of rotor area. This means that the subsidy will cover about 20% of the investment costs.
Subsidy for private landlords
Private landlords will soon be able to take advantage of the new Sustainability and Maintenance of Rental Housing (SVOH) subsidy scheme for both heat pumps and solar water heaters. This simplifies the application process because landlords can now submit one complete application for several sustainability measures.
With these changes, the government is encouraging homeowners and tenants to make their homes more sustainable. This offers opportunities to live more energy efficient and to benefit from lower energy bills.
